The Truth:

 
This is true.  How do you tell whether you’ve got a defective one?  According to the U.S. Mint, Hold the quarter upright, head side facing you. Then flip it over top to bottom. On the defect, the tail’s side will appear upside down.  Normal quarters have the tail right side up.
