The picture is from when
Palin spoke at the annual "Little Norway Festival" in Petersburg,
Alaska in 2007.
It has taken place every
year since 1958 to celebrate the area's "unique Norwegian heritage."
One of the features of the festival is that celebrants dress in
Norwegian folk costumes, called "bunader" and that is who Palin is
posing with in the picture.
