A meme making that claim first surfaced in January 2018. At the time, Congress was staring down a government shutdown related in part to funding for President Donald Trump’s proposed border wall. Pelosi, a critic of the wall, posted a thread on Twitter voicing her opposition:

Around the same time, the meme claiming that Pelosi said the wall would violate the constitutional rights of “illegals” appeared. It’s not clear where, exactly, the meme originated. Its purpose was to make Pelosi appear ignorant or ill-advised, and it’s resurfaced several times after Pelosi made comments critical of the wall.
In May 2018, the meme resurfaced yet again. Pelosi said “The wall is in my view immoral” on “Meet the Press.” Host Chuck asked if Democrats would compromise to keep government functioning if it required approving any money for a wall. Pelosi responded, “The Democrats do not support the wall. The Republicans in border states do not support the wall. The Republicans have the votes in the House, the Senate and the White House to keep the government open … The wall is in my view immoral, expensive, unwise…”
Nancy Pelosi has consistently opposed the wall. But she has not said it would violate anyone’s rights.
